At the Forum, the CLS Ukraine analytical platform presented the findings of its research into the infrastructure needs of 689 communities across 24 regions of the country. A total of 49,979 project needs were recorded, collected between February and May 2026.

  • The largest category is housing: 65% of all needs.
  • Next are municipal infrastructure (22.4%) and education (9.3%).
  • The highest concentration of needs is in Zaporizhzhia region: 32.5% of the total base.

The key conclusion: communities do not need one-off assistance, but a library of replicable project solutions adapted to frontline, de-occupied, rear-area and rural conditions. This is what will shorten the path from an identified need to a real project.

“CLS data is not statistics. These are real people, homes, schools and hospitals that need support right now.” — Iryna Karashchuk, CLS Ukraine
